I disagree, in part, but this is admittedly a personal preference.

Personally, I *never* allow unauthenticated senders to relay without 
authenticating, period - and I enforce TLS as well, even for local 
users. It isn't expensive (in terms of system resources), so there is no 
real good reason not to, at least for most situations.
