I would ignore 822 since it has been obsoleted by 2822.  But, I agree
that ASSP's interpretation of RFC 2822 is too strict.  Quoted strings
should be allowed per the RFC.

However, I don't believe that any/all special characters are allowed in
the quoted string.  Section 3.2.5 states that quoted strings are
"strings of characters that include characters other than those allowed
in atoms".  Atoms have a specific character set as defined in section 3.2.4.

All said and done, I agree that ASSP's interpretation of RFC 2822 should
be modified.  Personally, I would like to see two settings: One that
adheres exactly to the RFC, and another a little stricter (like it is now).
