I can only think of one way to do what they want without a code change to
ASSP, and it's not very elegant.
Set up an ASSP just for these people. Enable NoMaillog. Have them send
their outbound mail to that ASSP instance.
Perhaps Fritz could expand the NoMaillog function to check a list of users.
