To me, there are way too many ways to disguise or write that 16-digit 
number,
nnnn nnnn nnnn nnnn
or nnnn-nnnn-nnnn-nnnn
or any other of a number of ways.

if you were really crafty you could use a substitution code and use letters
in place of digits.

In other words, your filter would only cover a basic case, from what I
can see.
