I'm not a developer for this project, and it's always dangerous to speak
for someone else, but since it looks like you're a latecomer to this
list, I'll try. I hope I don't get beat up too much for doing so.

Fritz has been doing the majority (perhaps not all, but quite a bit) of
the active development to ASSP for some time. For whatever reason, he
finds it more convenient to post on a site he controls instead of SF.
Further, due to the extremely complex nature of ASSP, and all the
variables inherent in e-mail communication, it's difficult to at any
moment have a 100% certified copy. Therefore, it's A Good Thing that
he's able to release updated copies.

I believe the SF guys have the opinion - also perfectly reasonable - not
to update the version on SF until they feel the replacement to be at
least as stable as the version it's replacing - regardless of the new
features offered by the newer version.

At the moment...and I do mean "moment"...the current, stable, 99.999%
version is 1.3.9.1. The semi-stable development version is 1.4.1. I
would venture to guess that when Fritz determines 1.4.1 to be at the
same stability as 1.3.9, 1.4.1 will be the new "stable" and HIS support
for 1.3.9 will discontinue.

So, in summary, I believe you will find any version under 1.3.9 will not
be supported by Fritz and the other active developers. If you're happy
with what you get with the older versions - use and enjoy - there are
those who still support it (I think Kevin is the main guy involved).
Otherwise, select either 1.3.9.1 or 1.4.1 and subscribe to the assp-test
group to receive support from Fritz.
