OK, I have level 4, that means "only allow specified extensions".  And
.zip is not in my allowed extensions.
(ai|asc|bhx|dat|doc|eml|eps|gif|ics|jpg|jpeg|hqx|pdf|ppt|rar|rpt|rtf|snp
|tif|tiff|txt|wpd|xls|zap)

So, what have I done to let them in?

Level 3 includes Level 2 and Level 1.

Level 4 is for allowed File Extensions
 - attachments that should be allowed. All others are blocked -
