Please forgive me if this question is considered off-topic.

Is there anything resembling ASSP for HTTP servers?  I have a modest
website, with little traffic, but the majority of the little traffic
that I do get consists of attempts to use my server as a proxy, to
connect to another site.  I generally get over 10 connection requests
daily for http://www.wantsfly.com/prx1.php.  Other popular sites are
http://www.graduateszone.com/prx1.php and http://www.freeloanpro.net/prx1.php.
Many of these requests are repeated requests from the same IP address.
I would like to place an IP address on a blacklist the first time it
sends me a GET request for one of these websites, so that subsequent
connection reguests will be refused immediately.  I am running Apache
as my webserver, and am not aware that Apache itself provides the
functionality that I desire.  I could, of course, write the program
myself, but, laziness being a cardinal virtue in both programmers and
system administrators, I prefer to use an existing program, if there
is an existing program.  Thank you in advance for your replies.
