Hi,

Without looking at the code to confirm, I made the assumption if Message
Scoring/Profiling Mode (DoPenaltyMessage) is in "monitor" mode, there is no
blocking, that the upper limit kicks in only if Message Scoring/Profiling
Mode (DoPenaltyMessage) is in blocking mode. Was that a bad assumption?
