ASSP 1.5.1 has something similar to this.  It is not a "Quarantine" per
se.  But it works in a similar fashion.  It is a feature called "Block
Reporting".  You can specify who you want to receive these reports,
when, and for how many days(like last 5 days).  In the report, the end
user can view the from/to, subject, and other information.  It does not
let you look at the content of the email unless you click the envelope
icon to have it resent to yourself.  This is a very brief explanation of
how it works.  I'm sure others could elaborate more.
