The format is different for users and admins. Admins are set by putting their address into - Admin Mail Address (EmailAdminReportsTo) - Authorized Addresses (EmailAdmins) - Send Copy of Block-Reports TO (EmailBlockTo) A user can send a blank message, an admin must use the format with =>. At one stage in the development that got mixed up in the code and the admins were also able to send blank messages (contrary to the description). That was fixed later on.
