DoNoSpoofing has already been set to block in my case.  I was referring to
future blocking of messages from the same IP, hence the suggested increase
in flValencePB.  In my opinion the default score of 20 points is far too
lenient, IPs that attempt spoofing should be blacklisted quickly.

I also enable ForceNoValidLocalSender to drop those connections with a
permanent error before delaying/greylisting them.  In other words, "don't
bother trying again later, just go away and don't come back".

DoNoSpoofing can be set to blocking instead of scoring (standard for
all filters) .

Filters can be set to:

0 - disabled
1 - blocking
2 - monitoring
3 - scoring
4 - test ( mostly not  used, for legacy reasons  testmodes are used)
