Turns out Mail::SPF wasn’t compiling cleanly. Tracking those details down revealed the Util.pm was getting an error on the line trying to “use NetAddr::IP”. That module was not up to date, so I used cpan to install the newest version. Then re-ran the mod_inst.pl and it went through successfully.
