I have 2 mail servers both running 1.9.8. They have the same configuration settings from what I can tell, but one of them will block attachments and the other one doesn't. I did notice the one that wasn't blocking them was missing Email::MIME::Modifier but I have since installed it. Going to the perl modules info page on the web interface shows that Attachment detection is available.
