Thanks for the quick reply, but.. sorry, I can't get it...

The user asks for a resend via email interface (ie. by clicking the resend
link in the blockreport).
The email is now stuck in resendmail folder for the reason i mentioned
before.
It is not admin action or a mail copied via terminal, it is user action via
email interface.
Therefore i assume that assp will be putting the user email address as new
To: header. This is ok.
But, anyway, this is failing for me when original To: header contains more
than an address.
Sometimes are one-line address lists, sometimes are multi-line address lists
I am NOT sure that it is happening only and always in this case, but
sometimes something is not working when replacing the header.
