Huh, why??
Thats not proper behavior according to dkim specification. Email
should not be rejected if some emails are signed by dkim and some not.
Dkim had extension adsp for publishing policy to tell the world that
ALL emails from domain are signed
(https://en.wikipedia.org/wiki/Author_Domain_Signing_Practices) but it
was trashed. Only dmarc record should be signal that all outgoing
emails from domain should be signed.
