Until the fsattr spec

and the newer version from S11.1 is fully implemented? There isn't
much left to do for libcmd builtins, getconf already has two patches
(keys + fpathconf()) which Glenn forgot to apply, cp -p/mv, chmod -@
and ls -@.

If that all is implemented we're feature-complete for ksh93 and libcmd
builtins. After that AST pax (representing tar+cpio in the fsattr
spec) is the only task to implement left.
