Tom,

I use mk, which is well described in Andrew Hume's paper 'Mk: A
Successor to Make'.  Its primary feature is that it combines adequate
power with extreme simplicity of design.  For example, there are no
builtin rules.  Its primary flaw is that it enforces a phase
distinction: it cannot discover and account for new dependencies
during a build.  It also uses an inferior algorithm (relative to
nmake) to determine when derived files are out of date.

I am willing to believe these claims.  I am finding it difficult to
understand, however.

Perhaps I just need some serious experience.
