I bought a 4 port FXO to sip ATA, you could try that and if it does not
work because of filtering, put a $250 Soekris pbx on it and use IAX.
This combination should work great and be very stable.

Unfortunately I am in Egypt, but I can deal with dealer in North America or
Europe

On the other hand Polycom IP 300 is USD 135, this is not my idea of a low
cost phone I am looking for something in the range of USD 50 for large
quantities (thousands)

point). I called a few suppliers about these phones, and then I called a
Large supplier, the difference was night and day.

In Canada CCPin.com has given fantastic service and has been extremely
helpful. If you're in Ontario, and purchase phones (Cisco or Polycom)
these are the people to deal with.

Bell partners with CCPin as an "Alliance partner" and gave me a better
price then CCPin would give me directly. If you're in Ontario I can
direct you to a good starting place.

I've used OpenVPN ( http://openvpn.net/ ) and SJ Phone (
http://sjlabs.com/ ) with good results. The VPN allows me to use any SIP
soft phone. It will also work with IAX clients. On SJ Phone, you'll need
to manually select the VPN IP address after your tunnel opens. But, this
isn't difficult.

You could also install OpenVPN on a Soekris box. If you're going that
route, I'd recommend a Digium FXS card in the Soekris box rahter than a
separate ATA.

closer to what you want to pay.  On the other hand the polycom would
probably save you money in the long run with fewer problems.
