Yes, it can do both. It does not come with H323 support but I've added it numerous times without issues.

As another user mentioned, asterisk is the softswitch. You could easily use ASTCC for the calling cards. Now here I put my own plug in. We have a software package called ASTPP (www.aleph-com.net/astpp) that is open source and is designed to do either prepaid or postpaid billing. It is presently designed to work with AgileBill for invoice creation and presentation but that is easy to modify if you have some other software you would like to use.

3. Is there any Codec convertor available for Asterisk based system to convert say G723 to Gg729 or vice versa

You will (probably) need to purchase the G729 licenses from Digium. Re G723, I think there is a G723 implementation in Digiums CVS but I don't know what the status is on it.
