I know my previous reply "You can find lots of 900 numbers in certain magazines." was not very helpful. I was actually intending to add a few lines but got involved in a long phone call so I decided to send that and send more later.

I did engineering work for a company that had major colo at an AT&T pop. They were a service bureau. My understanding was that they charged a lot less for someone to get started but got a better share of the revenue when you compared their plan to dealing directly with AT&T. The requirements for dealing directly with a major carrier will be quite different. The type of service you intend to provide is an important factor. Some categories have much higher percentages of disputed charges. Back in the days when computer BBS was the primary reason to buy a modem I looked into pay per call possibilities. It didn't pay well and the risks were too great. From what they told me, there could be all kinds of collection problems and little recourse available to me.
