Does that mean the "P" version needs to be unlocked?

Does it also mean that support is only provided for use with Packet 8.

Do you have to get agreements from customers like you did for Linksys NA suffix or can you just sell the things Qty 1 to anybody with money to spend?

The UIP-1868 (NON P) is the "open" version, that is not preconfigured for use with a specific service provider. The "P" version is for Packet 8 use.

Is the P in the product number there because it is intended for Packet 8 subscribers(like linksys does)?

Or is this an open product (more like sipura)?

We've gotten the UIP1868 to work with Asterisk.
