You will most likely want to keep a local database on the servers of the ITSP and use an API of the companies doing E911 to send the information to them for processing to the PSAP's.. There are a few of them out there. Diversity is what will make your product easier to sell. I am dealing with a company for an ITSP platform in Canada now and they will only support 1 E911 platform instead of giving the user multiple choices.
