I've looked at the DI-102 before, but it doesn't appear to do any

traffic flowing while throttling the email?

I'm not 100% sure but most of the devices I tested only "shapped" the upload traffic, as the download "should" be shapped by the ISP (in other words: QoS on the download side is an ISP policy, therefore, you shouldn't mess with it). One I can say is the Sipura SPA-2100, QoS only available for the upload, not download.

I bought a DI-102 and made some tests last weekend. I started a large .iso download and placed some calls. Without DI-102 it was impossible to place or receive a call, as 100% of the bandwidth was being used for the download. With the device plugged, it was BETTER, but still some "cracks". Improved 70~80% over a long conversation (time is required to establish QoS I believe). The download was trimmed to 20kbps (over a 256/128 ADSL), and soon after the call ended returned to 25~26kbps.

We've been fairly happy with the Linksys WRT54G-S

Following your tip I will test it... But I'm really happy with the DI-102.
