Hmm..  phone bills used to be formatted 0207 or 0208 from BT.
Many people thought that was proper becuase it appeared on their
phone bill. That is why there is such a high percentage of people
that put webpages up with 0207 or 0208 for their phone number
rather than breaking it after the 20, which is more proper.

The main reason is because 01 for London turned into 0171 & 0181 and then people were told that 'numbers starting 0171 are now 020 8', but they assumed that that meant that the '020 8' bit was still the whole dialling code.
