Its trivial for them to change any name you may see and any phone number you may call. While this type of activity is somewhat hard to deal with, its always better to use a trusted escrow service or have prepayment terms to avoid this type of a problem. Of course prepayment can result in the same type of a situation, although generally if someone takes your money on a prepayment scheme they have to deliver or its fraud, although if its a dispute over quality of product delviered then often its civil and not criminal, so again lack of police assistance. Escrow is your best bet, just make sure they are a trusted entity.
