that's exactly the point. NO ONE WILL SELL YOU PRIS because you will
be their competitors. its not a matter of being profitable, it's a
matter of the incumbent LEC applying monopolistic power towards you.
if, on the other hand, you have a license, the incumbent doesnt have a
choice, and has to sell you PRIs.

If your stance is so much in favor of those small businesses, how come you're describing them as having "piratical activities"?

If telcos NEVER sell them PRIs, how come those business exist?

It looks like there is some severe "impedance mismach" between the very liberal stance you're taking and what you're asking ISPs to do.

I understand why it's good to have licensing schemes for bigger players and people who need to interconnect properly. But I fail to see why unlicensed business - especially in the grey routing market where 911 is a non issue - should be disallowed to exist. Would you care to explain?


trust me, they don't. they'd much rather we left them alone. remember
also that in israel a CLEC cannot be an international provider, and
vice versa. There is total separation between markets, mainly to
prevent the former monopolist from using it's monopolistic profits in
one market to kill another. the international calling providers (who
are also the large ISPs) are in a very competitive market.
I don't criticize the fact that telcos are obliged to sell to licensed competitors. I criticize the fact that ISPs are asked to cut off unlicensed ones which are described as "piratical" when in fact I'm sure they are paying taxes and social contributions on the wages and profits they distribute.



It raises entry barriers, which means less competition, which in turn
means more profit. It also means less jobs and less a competitive
economy but I'm not going to give a class on the benefits of free
markets here.

I am a regulatory economist, with an emphasis on economist. no offense
meant, but i could give the class.
I am not attacking your credibility. At the same time, being a "regulatory economist" doesn't make your argument any more or less valid than it already was.
