they are in america, high debt doesnt cause a company to cease operation. MCI faked $13B and ultimately filed bankrupcy. Global Crossing a few billion and bankrupt. They still operated during (and afaik they are still in) bankrupcy. The US government filed bankrupcy in 1933 and afaik they never came out of it either, they just restructure every 7 years (ever wonder why the federal reserve is a corporation in puerto rico that started in 1929 or there abouts (corporate papers are expired too)?
