Well its a horribly one sided ruling. The VoIP providers *have* to provide e911 but the ilecs that they have to interconnect with dont have to provide them with *any* access or if they do they can price it out of control.
Good way to stop competition in certain markets. As such its a really bad rule on the FCCs part, hose ITSPs (especially much smaller ones) in favor of LECs. That is questionable at best.
