If its a BYOD plan I dont think this should count, however its judges that really matter on this one. The qualifier IP compatible could lead it to differentiate between one type of phone and another, as such if you use any IP compatible phone you qualify under #3. Court cases I am sure will tell this in the future, but I wouldnt want to be the test case. #4 uses the word 'and' and not 'or'. Which means that if you do like stanaphone and split inbound from outbound and offer two different packages that way neither one qualifies. Whether or not stanaphone can do this 'under one roof' remains to be seen. Certainly if you sell consolodated packages that include both you qualify, and if you provide only one you shouldnt, its grey when you provide both unless you do it through two totally different fronts and possibly two seperate legal entities, even if they work well with each other.
