This question keeps coming up because some people do not understand who
actually "owns" the DID. First thing I will point out is that the
location determines who has jurisdiction. Obviously the FCC and state
regulators can't do much to protect your rights to a non-US DID. Second
thing you have to understand is that you might not "own" the DID and
neither does your vendor in many cases. Somebody correct me if I'm wrong
but I do believe that non-CLEC's do not have to provide LNP for the
local DID numbers they buy from a CLEC and resell. In some situations
they might be able to get the entire DID block ported to another CLEC.
If they later become a CLEC in that state they would probably get the
DID block ported to themselves.

Interesting note - a friend of mine just ported a San Diego number that
he originally got from lingo to vonage. Entire process took under 2
weeks. He got the ATA, plugged it in and it worked immediately.
