Yes it does seem unreasonable. OTOH - I will make a general comment about this type of practice:
Many of us are a blend of CEO/CTO. When I am working on somebody's current technical crisis I might answer the phone because I am expecting calls related to the problem at hand. At other times I might be totally immersed in new software design. Better to send a personal(not bulk) email that I can read when I have time.
