Is there any good documentation out there to back up what you are
saying? A good place to get the 4 requirements for e911?

to be compliant all you have to do is not offer bi-directional traffic
(there are other ways there are 4 requirements and all 4 must be met to
be mandated to do e911).
If they sell a did and no outbound to pstn traffic they are fcc
compliant.
If they sell outbound and no inbound they are also compliant.
