What he is talking about is that Asterisk typically wants all the voice streams to flow through it along with the call setup and tear down. The only reason that this would really need to happen is when each end of the call is using different codecs. Like the provider using G729 and the ATA or IP phone using ULAW. Then there must be some type of system in the voice data stream to convert between the two.
