My ISP has a PRI which I use for all incoming and local outgoing calls.
For these calls the quality is better than when I had an analog phone at

I have wonderful calls to my boss who is in Moscow, I am in the
Caribbean. Latency is not a problem. It's jitter that will kill you.
We have a Cable TV ISP that have good (<80ms) latency to the US, but it
is unusable for voice as the jitter is incredible.
