AFAIK, no one in that list have the status of CLEC, only registered resellers and few of them, having BITS License Class A, and Non-Dominant Carriers List of official CLECs in Canada is here: http://support.crtc.gc.ca/tlcmlsts/default.aspx?indx=33&lang=e It's only 17 of them, and all of them is quite big.
