If you can not afford to sign on directly with Intrado, your best bet
is probably to signon with a company like affinityvoip
(www.affinityvoip.com).  They do all the leg work for you with
connecting to Intrado.  All you have to do is update their database
(they provide APIs) and the 911 call goes through and supplies address
information*

*Where PSAP Availablity Exists for Accepting 911.
