Asterisk is distributed under the GPL license. The GPL requires that anyone who makes changes to the licensed source code and then distributes it, even as only a binary executable, *must* publish the changed version also under the GPL. The developer must not keep it to themself. "In house" development is often not considered "distribution", if both the developer and consumer of the changed code work for the same corporation/organization. But independent developers working for a different organization, like you're offering, "distribute" the revised code when they deliver it to you. So they must publish the code under the GPL. Otherwise they are in violation of the copyrights of the (many) authors of the code that they revised. Each of those authors has a legal complaint. And news of the GPL violation can result in lots of other consequences from the developer and user community. Violators can also find that their customers distrust them, which can be worse than the legal problems. These facts are all made very clear in the GPL. You should read and understand the GPL before you incorporate the software into your business, like any license.
