Many international networks work on peak/off-peak basis, but until the days of VoIP this tended not to be seen 'out of country' as people dealing with the rest of the world would offer a blended rate by averaging their traffic.

The closer we as international consumers get to the networks themselves we'll probably see more of this, rather than less.
