Recently I found out that many VoIP A-Z providers bill landline numbers of Israel as they were mobile ones.

Short version:
+972-1 is for internal usage inside Israel (directory services in hebrew, "911" and such. some of them cost good money - most of them are in hebrew)
+972-(2/3/4/7/8/9) is a landline
+972-5 is a mobile line
+972-6 used to be a mobile line and now it's "reserved".
