Any business. For the smaller ones < 5 employess they are probably looking for a hosted solution.... Remember the Bells charge after taxes and such at least $40/month for a business phone line and that includes no features and calling to just the local area. With a hosted VoIP solution you can match that with way more features or even beat it.
