I don't know why you would want to use Skype's network from a provider's
standpoint. Maybe as a client so you can publish a skype account that goes
to the same Asterisk menu as your PSTN line.

I wonder what it means for us. There are some carriers that have made
issues for me when trying to use SIP over their cellular network.

I saw that.  I think if Skype is asking the FCC to open up cell networks,
then the FCC should demand that Skype open up its network as well so all of
us can automate and use it.
