Nothing to keep you from using DTMF to represent the data you wish to
send either.
Do you mind telling us what the "few data packets" are for?

You could send the data in your callerid and use dialplan logic to
strip it out. I used to do that with UniqueCallIDs to remote call
centers so we could match up recordings (they would do the recording
filename by callerid) with CRM records later.

Have you considered using SMS, which is after all data over GSM? If
necessary you can encode your data using uuencode or your own coding
scheme.
