Here in the states, we get charged for each SMS message. What I'm
looking for is a no-cost method to send a little data over a GSM voice
channel.

If you are trying to send an SMS to a US cell phone almost all providers allow you to send a text message via email.
 i.e.:
Verizon - [EMAIL PROTECTED] <mailto:[EMAIL PROTECTED]>.
Sprint: - [EMAIL PROTECTED] <mailto:[EMAIL PROTECTED]> Cingular - [EMAIL PROTECTED] <mailto:[EMAIL PROTECTED]> Nextel - [EMAIL PROTECTED] <mailto:[EMAIL PROTECTED]>
Yes, but the receiver must also pay to receive the message so it cuts the cost in half but still not free.

Thanks,
Steve
