Not if you want wideband support, since PRIs use an 8KHz sampled channel
and trying to squeeze 16KHz down it just isn't doable. Its pretty much
limited to data networks only...

To allow wideband support to a PSTN gateway it would need to be
resampled, and its not just the small hit of transcoding, half the data
needs to be thrown away in one direction (essentially) and the data
needs to be doubled in the other. Simply doubling the samples or
throwing half away isn't gonna give you perfect results.
