While I think your budget is a little low how about checking out www.Lylix.net 
<http://www.lylix.net/>  they offer hosted Trixbox servers running on VM 
installations so you could set your IVR up pretty much yourself (and have the 
calls delivered to a softphone when you were in the office etc and not on the 
road with your cell).

 

Just a suggestion.
