Well, the situation is that this particular provider has a data network
and wishes to find a low-cost method of introducing voice.  So the
provider owns the data network and would like to compete in the voice area
now.  Just that they currently don't have the [3 million?] dollars needed
for what telco equipment vendors refer to as a "softswitch" :-)
