I found that I was able to get a better rate when dealing directly with the
end provider.  Example:  I was looking for a PRI and was quoted from
bandwidth.com which wasn't too bad, but I called ATT and told the sales guy
what I was quoted, and was offered a lower rate.

You should get multiple quotes which would be best.

Also, their SIP package is only available in selected areas.
