Sorry for any confusion I caused.  This may clear things up:

We provide 1+, 011+ long distance, Operator Services, Directory   
Assistance and the like to Payphone Service Providers (PSPs).

We recently transitioned all of our office lines to VoIP and  
discovered that our carrier did not accept origination to our  
company's toll free number from payphones - for the reasons discussed  
- dial-around compensation to the PSP.  Many of our customers call in  
to our business from the payphones they own so this is an issue for us.

We are more than happy to pay the additional per-call fee to cover the  
dial around compensation for calls that originate from payphones.

Hopefully this clears things up.
