It's my understanding that there are some fairly stringent technical demands for correctional facilities. For example, the ability for a jailer to monitor calls has already been mentioned. Additionally, there's often a need to block specific numbers (to a victim or their family, for example) or to limit the number of minutes an inmate spends talking on the phone. There's also a need to watch out for things like third-party transfers (trying to get around the restrictions put in place).
