that isnt that uncommon, look at metaswitch, $500k and you still have to pay for support extra which forbids you from ever actually doing anything normally. Only they have the passwords and all that - ensuring that they are called for everything and fix it on their schedule (which for them is actually not horrible, some others are FAR worse). Course getting in isnt that hard :D It does kinda make sense to restrict customer access, since its common that customers do something they dont think will break anything and then it breaks and they refuse to tell you what they did (sometimes because they insist they didnt affect anything that is broken, sometimes because they just dont know).
